Police play very important rule in the society. It is very difficult to maintain law an order in a society without the involvement of Police. It is very difficult to achieve peace without the proper use of police. In third world countries the dilemma is that police conceive itself above the law and has taken extrajudicial action. They involve in corruption, criminal activities, extrajudicial killings and serve as a criminal instead of protecting people from crime. After decolonization the main problem that past colonial states are faced is the lack of good Governs. Republic of the Philippines is an important country of the Asia pacific has faced same issue.

The motto of Philippine national police is serving and protect but it doing action completely opposite of its motto. It took role of judiciary, judge and prosecutor and killed the not only criminal but civilians in encounters. Manila is among most dense cities of the world and to maintain law and order is very difficult. In February 2007, police killed 29 suspects although the policemen were suspended but no further action has taken place yet. There are daily newspapers stories of alleged shootout and police conceive that rubout is the solution of the crime. They think that they will reduce the crime rate with the high level of dead bodies. People think that police continuously taking law in the hands, although there is corruption and problem in judicial process but it is not justification for extrajudicial killing. Police must remain civilian in character but the Philippine national police training is heavily militarizing that polish the minds of the policemen to use force. Police brutally behave with the civilians.

There is greed of power and use of force in bureaucracy that set a goal of violence. Every year 30 thousand people apply to join the police force but due to short budget there is only 1 policeman for 1500 people. Low salary compels them towards corruption that further spoils the situation. There is need of strong leadership to clear police and judicial system. People have fear of police and they don’t respect them. Although there is human rights desk nation wide and human rights is included in the Police curriculum but they kick of it in actual moment, when they are in the streets and it is very painful experience for public.
Philippine National Police (PNP)
UN condemns the Philippine national police extrajudicial role in its two reports. Police has taken role from protection of humans from criminality to accused criminality. There are 20 people killed in shoot out since last 9 months and no single case file against anyone. It is matter of responsibility and Government should take action against this human rights violations. It is not only state responsibility but also people responsibility to stood against criminal activities and protect their basic human right of life. Police has to accountable to gain the trust of the people and Governments should fee the misery of the policeman and if they want to gain the faith of the people, they must stabilize the system. Only 24 bullets in a year provided to policeman and policeman buys more on there for protection, half of the Philippine don’t have fire arm. No one will remain safe if the people faith on the system will not reinstate.
